UNICEF in Serbia is seeking a qualified consultant for the following assignment:
U-Report Strategic Data Analyst Ref. Number: VN 53–523805
U-Report is a free tool for community participation, scaled across 50 countries, used to engage with youth on issues of health, nutrition, education, child protection, violence, employment and many more, including encouraging youth to speak out on issues that they care about, encouraging citizen-led development, and enablingyouth voices to be drivers of positive change.
U-Reporters can improve accountability, highlight injustice and by voicing the views of young people, protect the most vulnerable, particularly children, by making sure they contribute to polls, debates and by reporting on the tough conditions faced in our communities and those around us. Data collected through U-Report are used to develop programsand approaches which suitthe needs of young people and challenges they are facing. U-Report integrates with digital platforms that will make it more accessible and interesting for youth.
Registration is voluntary, and U-Reporters incur no costs. Young people can join U-Report from anywhere in the world and represent their own views and views of their community. Individual messages are confidential but aggregated data is transparent. Information received can be dis-aggregated by age, gender and country in real time and is used to connect young people with their representatives, improve UNICEF programmes and draw attention to urgent issues with national governments and the UN. Results and ideas are shared back with the community,enabling civil society and country leaders to see the information on the site to understand what the adolescents and young people want or need.
UNICEF in Serbia is currently in the process of piloting and establishment of the U-Report platform, with a number of young people interested to participate as U–Reporters.
Work Assignment Overview:
Since U-Report platform is a powerful tool that allows UNICEF to directly achieve its strategic priorities, missionand mandate, demonstrating measurable outcomes for UNICEF programming and youth beneficiaries, UNICEF is seeking a consultant toensure theutilization ofthisplatform in the best possible way.
Duration of the assignment: 11 months (August 2019 –July 2020), part-time (4 hours/day)
a)Engagingin timely preparation of polls and providing U-Report data in support of the Serbia Country Office programmes.
b)Supporting the development of polls on various topics and configuring questionnaires in Rapid Pro; performing data collection and analyses.
c)Maintaining and further developing U-Report structure as required, incorporating ideas and amendments received from the colleagues and partners in the areas of health, education and child protection.
•Managing and sending flows and exporting data for analytics (using RapidPro);
•Clearing and systematizing the data base on regular basis; regular gathering of additional data from U-Reporters where missing (urban\rural area, age, gender, region, etc) (RapidPro);
•Performing data analyses and preparing two-pager analytical notes and digest updates for each poll in an agreed template, including graphs, charts,etc. as required to ensure that data from polls are communicated with program section staff and relevant partners appropriately;
•Communicating with U-Reporters on questions related to programme functioning (RapidPro);
•Identifying groups based on geographic location/gender/age that should be specifically targeted for engagement with U-Report;
•Performing U-Report website checks and updatesas needed;
•Reporting any technical issues to T4D Office Focal Point for further trouble shooting;
•Uploading poll results, stories, news and other updateson the website.
•University student or recent graduate with a degree in statistics, IT, or related subject to U-Report, with a strong component of data analysis and sampling methods;
•Significant experience in analysing data and leveraging information for reports/policies/strategic documents;
•Ability to use databases i.e. enter data, update records and fields, modify database structure, generate customized reports;
•Knowledge of data collection and analysis software (e.g. Rapid Pro) is an advantage;
•Advance level of knowledge of Excel;
•Ability to ensure data quality and security;
•Familiarity with information systems and communication technologies;
•Maturity and professional ability to handle sensitive information, as well as the ability to respect the confidentiality of such information while working with UNICEF and even after the contract ends;
•A strong understanding of UNICEF’s mission and vision andits programmes through direct or indirect work experience with UNICEFwill be considered an asset;
•Ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills;
•Capacity to work with teams across different locations and with different technical skills;
•Very good interpersonal skills:influencing, relating and networking;
•A creative, innovative thinker who can translate ideas into practical applications;
•Fluency in English and Serbian, both spoken and written.

b)Daily travel allowance for overnight stay in Serbia (including accommodation),
