This case is about 11 years old girl, S.Ð., who was born in Pancevo, and has been a beneficiary of Drop in Shelter for street involved children since April 2013.
The family consists of parents (her father was released from prison a year ago), and eight children (six of them are older than this girl, and not all of them have the same father). The family was deported from Germany to Serbia 12 years ago.
The family has a history of criminal behavior (theft, pick pocketing, robbery, etc.). Due to the father's long stay in prison, the mother is the only one who takes care of children, and she is also involved in various criminal activities. Girl’s mother was a beneficiary of social assistance at the Centre for Social Work Pancevo, but her rights were terminated due to moving to Belgrade and now they live in very bad conditions.
The mother is using psychoactive substances and in October 2013 she was arrested for distribution of narcotic substances, so she spent one month in custody.
Professional workers from Drop in Shelter have many times addressed all these issues to Center for Social Work specially because of the risk that children are continuously exposed to: every day on the streets and begging under the supervision of relatives, living in very poor socio-economic and hygienic conditions without any supervision of a responsible adult, exclusion from the education system, lack of health insurance cards. However, this did not result in any proper interventions and adequate responses by relevant institutions.
