Tol.org reports that EU leaders will ask foreign policy chief Federica Mogherini at an emergency summit 23 April to consider forming a Mediterranean Sea defense mission to “identify, capture, and destroy vessels” used by human traffickers.

On 20 April, the EU’s Joint Foreign and Home Affairs Council presented a 10-point plan on migration listing immediate actions to be taken in response to the crisis situation in the Mediterranean. They include allocating more funds for Frontex, the border agency that runs the EU's Mediterranean rescue service Triton and extending its operational area. Also under consideration are stepped-up efforts to capture and destroy vessels used by the smugglers and engaging with countries surrounding Libya.
