The Emergency Social Safety Net (ESSN) is a humanitarian programme launched in 2016 and financed by the EU that provides monthly cash payments to refugees in Turkey for basic necessities like food, medicine or rent. According to the EC the programme has now assisted 1.5 million refugees in Turkey, becoming the largest ever humanitarian programme. On that occasion, Christos Stylianides, Commissioner for Humanitarian Aid and Crisis Management visited Turkey and said that "1.5 million refugees in Turkey are now able to meet their basic needs and live in dignity. The European Union, in cooperation with Turkey, is bringing a real change in the lives of the most vulnerable refugees. I am very proud of what we have achieved together. Jointly with Turkey we will continue this support, focusing on making our assistance sustainable."
In addition to ESSN, there is also Conditional Cash Transfer for Education from which more than 410,000 children get support, upon the condition to attend school regularly. Both of those programmes are part of the EU Facility for Refugees in Turkey which was set up in 2015, after it became evident Turkey will need funding to support refugees that had been arriving. With a €6 billion budget, the EU Facility has resources for both humanitarian and non-humanitarian projects.
