Deinstitutionalization is much more than a change in location. This is a complex social process that effects the child, the professional and the whole community. The deinstitutionalization requires a change in the way we think about institutions and the care provided by them. This change is based on the understanding of the importance of the individual care and the constant monitoring of its quality. As this is a completely new process for the Bulgarian environment, we need to create a monitoring system that will provide feedback on whether the child is really the focus of the deinstitutionalization reform.
