The Education-Child Protection Response Framework, developed by the United Nations Children's Fund (UNICEF), presents a series of guiding objectives to establish safe access to protective learning environment for children in conflict situations. The framework begins with a summary of needs that focuses on the educational requirements, which enable a safe educational setting, with a starting point in the Somali regions of Somaliland, Puntland and Banadir.

The document lists a series of protection related issues that impede children's regular access to educational institutions and facilities in conflict environments. These include a presence of armed personnel at checkpoints on the way to schools or within school premises; gender-based violence or a lack of gender sensitive WASH facilities – the latter particularly hindering girls' access to education.

Apart from protection issues, the framework deals with other obstacles to children's education, for instance conflict-related threats with regard to armed groups' recruitment from schools, kidnappings, or cultural practices such as female genital mutilation, early marriage or child labor.

The document offers a comprehensive table that introduces a series of outcome indicators and activities in order to achieve its main objectives concerning access and quality of education in conflict environments. In this regard, the response framework ensures that "affected children have equal access to safe and protective learning environments," and that "vulnerable children are engaged in life-saving learning that promotes personal well-being and social cohesion" through quality education.
