The eighth report of the Observatory to the Government and Parliament is fully consistent with its mission, namely improving knowledge of Child Protection in order to support and guide policy development. The study is available in French only. The first chapter screens selected educational assistance measures in non institutional settings, focusing on interventions that associate families, or those related to judicial orders or other forms of assistance measures. This report focuses on non-institutional services and opens the debate on questions ranging from the design of an educational assistance measure to the professional practices required to implement it. The second chapter aims to improve the “statistical knowledge of at risk children”. There was a slight increase (+0.5%) in the number of children receiving at least one form of assistance (273,000), representing 19 ‰ of under 18s. There is a relative stability in terms of young adults (18-21 year-olds) with 21,300of them receiving a form of assistance measure, representing a ratio of 8.7 ‰. While non-institutionalized responses still dominate (52,3%) in case of children, young adults benefiting from support are more concerned by housing assistance (82%). Finally, while foster care remains the preferred response (53,3%) for accommodating minors and young adults, institutional care measures still remains significant (38.6%).
