A Long Way to Go: Overrepresentation of Romani Children in “Special Schools” in Serbia

This report discusses the problem of the inappropriate placement of Roma children in “special schools”, and evaluates the efforts made to combat the problem by the Serbian government since 2009. While they accept some degree of success, there is much left to be done, and they call for increased efforts to enforce the ban on the enrolment of children without learning disabilities in special schools, whether or not parental consent is secured, while also increasing support for Roma children struggling to remain in mainstream schools.
