This publication analyzes progress made by 11 countries in Central and Southeastern Europe in their efforts to include Roma in different life areas, such as health, education, housing and employment. It also looks at such crosscutting issues as poverty, discrimination and gender. The paper also develops the idea of lacking effective mechanisms to measure outcomes of efforts to include Roma, although a large amount of data illustrating the situation exists.
