This guidance document was originally issued in 2007, but has been updated to reflect developments since it was first published, such as the introduction in April 2009 of the National Referral Mechanism and the duty on the UK Border Agency to safeguard and promote the welfare of children, which came into force in November 2009. It delivers a key commitment in the Government’s Human Trafficking Strategy, published on 19 July 2011. It is intended to help agencies and their staff safeguard and promote the welfare of children who may have been trafficked. It is supplementary to, and should be used in conjunction with, the Government’s statutory guidance: Working Together to Safeguard Children. The organised crime of child trafficking into the UK has become an issue of considerable concern to all professionals with responsibility for the care and protection of children. Everyone working or in contact with children and young people has a responsibility to take steps to make sure their welfare is safeguarded and promoted. As more cases of child trafficking come to light, it is essential that all professionals who come into contact with children, who may have been trafficked, are fully aware of the background of this activity and know how to apply the procedures for safeguarding the children and meeting the needs of those who have been trafficked.
