In 2005, the G8 and UN Member States committed to ?developing and implementing a package for HIV prevention, treatment and care with the aim of coming as close as possible to the goal of universal access to treatment by 2010 for all those who need it. Based on this commitment, a global initiative on ‘Scaling Up Towards Universal Access’ was launched, and a Global Steering Committee, co-chaired by UNAIDS and the UK government, was established to initiate a rapid, inclusive and country-owned process for setting country-specific goals and targets to be achieved by 2010.
