Terre des hommes Foundation Mission in Kosovo is seeking to contract a professional services company/ consultant that displays the human, ethical and technical capacities to design and implement a social media campaign about trafficking in persons, with focus on persons/children exploited for begging purposes in Kosovo.

Terre des hommes Foundation Mission in Kosovo is a non-profit organization that has been operating for over 15 years in strengthening the systems and mechanisms in identifying, preventing and assisting victims of trafficking and leading the establishment of transnational mechanisms in Balkans for the identification and assistance of victims of trafficking.
Terre des hommes Foundation Mission in Albania in partnership with six local partners (NISMA ARSIS and Different & Equal in Albania, Open Gate/ La Strada in Macedonia, SOS Hotline for Women and Children Victims of Violence Niksic in Montenegro, Hope and Homes for Children and The Center for Protection of Victims and Prevention of Trafficking in Human Beings in Kosovo) is implementing the project: Improving provision of services and awareness to combat trafficking in Persons in the Balkans, Albania, Macedonia, Montenegro, Kosovo.
The Project Improving provision of services and awareness to combat trafficking in Persons in the Balkans, Albania, Macedonia, Montenegro, Kosovo aims to strengthen the transnational collaboration between the four countries of the project in identifying and assisting victims/potential victims of trafficking (Albania, Macedonia, Montenegro and Kosovo). The goal of this project is to ensure that victims and potential victims of trafficking in Person (TiP) in the Balkans have access to comprehensive prevention, protection and reintegration through functional national and transnational coordination mechanisms for identification, case management, and community based services.
The objectives of this project are:
1. Victims and potential victims of TiP in the Balkans have access to national and transnational coordinated and comprehensive services.
2. Potential victims of TIP and targeted public in the Balkans are better informed about trafficking in persons.
PURPOSE OF THE SERVICE:
The project is seeking to contract a professional services company/ consultant to design and implement a comprehensive awareness raising in regards to the phenomena of trafficking in persons in Kosovo, with special focus on persons/children exploited for begging purposes. Through the awareness raising campaign it is intended to raise public awareness on recognition and reporting of suspected trafficking in persons cases by promoting the use of the existing national Help Line in Kosovo.
The Service Provider will work closely with Terre des hommes’ project staff to design and implement the social media campaign outlined above. The social media campaign will be used to inform on the phenomena of trafficking in persons/children exploited for begging purposes and raise the awareness of the public at large with the view to help prevention, identification and referral of the potential/victims of trafficking /people at risk of trafficking in persons in Kosovo. The consultant shall work closely with Terre des hommes in preparing the outline and the final production covered by this TOR. Before commencing design of the social media campaign, an initial meeting between the consultant and Terre des hommes will be held and thereafter the two parties will meet on fortnight basis to assess the progress and challenges of the process.
DUTIES AND RESPONSIBILITIES:
Design and Implement a Social Media campaign
The consultant will be responsible during the entire duration of the campaign on the following:
To be able to prepare and publish successfully the awareness raising campaign through a video-message by focusing on how to target the audience and in collaboration with the project team to discuss what information or messages are most appropriate in order to be attractive and effective.
Define key communication channels, tools and activities based on a clear focus on why it is important to use a specific channel instead of another.
Develop a realistic and time-bound plan for a period of not more than 4 months.
Adapt the campaign messages by taking into account the adjustment of literacy level of the audience in order to ensure the clear understanding of the message to all targeted audience.
The video-message shall be in the Albanian language with subtitles in the Serbian language by respecting the national official languages in Kosovo.
To deliver all the concept notes, design, visual photography, and transcription of the video-message to Terre des hommes in Kosovo for approval before proceeding further in order to ensure that they are in line with the Child Protection Policy of Terre des hommes.
Identify a contact person, responsible for monitoring and reporting on regular basis of the visibility of the campaign.
To ensure that criteria, quality and standards required by Terre des hommes are fulfilled.
REQUIREMENTS AND QUALIFICATIONS:
Proven experience on preparation of Social Messages/Spots, Social Issues Documentary in Albania in a sensitive and ethical manner (Links of videos/spots/case stories /documentaries should be provided);
Proven ability to meet deadlines and work under pressure;
Flexibility in responding to the needs of the contracting agency.
